So What Exactly is Hydraulic Fracturing?
Both vertical and horizontal wells are used in shale gas drilling and completion; however, horizontal wells are the increasing trend due to both environmental concerns and economic efficiency (DOE, 2009). Horizontal drilling allows more exposure within the formation to optimize capture of natural gas as well as reducing the environmental footprint of drilling activity (DOE, 2009). The United States Department of Energy’s recently released document on shale gas development in the United States explains that “a vertical well may be exposed to as little as 50 ft of formation while a horizontal well may have a lateral wellbore extending in length from 2,000 to 6,000 ft within the 50-300 ft thick formation” (DOE, 2009, p.47). As such, surface disturbance and impacts to wildlife and communities are reduced while providing optimal gas recovery; considering 16 vertical wells per 640-acre section of land would disturb 77 acres, the equivalent in horizontal wells (4- horizontal wells) would disturb approximately 7.4 acres (DOE, 2009). In addition to reductions in surface disturbance, horizontal wells allow for development in areas previously considered unavailable, primarily urban and environmentally sensitive or protected areas. Well pads can be located away, or ‘setback’, from residences, roadways, wildlife habitats and other protected areas without hampering access to available gas reserves.
In order to recover the shale gas after drilling a well, current industry practice is to hydraulic fracture the formation to stimulate the near wellbore area and facilitate the release of natural gas trapped within the shale. Hydraulic fracturing is a process whereby a fracturing fluid, primarily water, is pumped into the formation under pressure at a calculated rate to form fractures and cracks within the formation, providing a pathway for the gas to migrate to the wellhead for recovery. Sand or other granular materials are added to the fracturing fluid to help ‘prop’ open the newly created fractures after the fluid has been removed from the formation (ALL, 2008a). Additional chemicals may be added to the fracturing fluid for specific engineering purposes; these additions may include friction-reducing agents, biocides and various stabilizers to prevent corrosion of metal piping in the well (DOE, 2009; ALL, 2008a). Depending on the formation and well characteristics, multiple fracturing procedures may be performed in order to fully develop the well for gas recovery (DOE, 2009). While each well and geologic formation is unique, continuing advances in horizontal drilling and well completion practices provide additional reductions in environmental impacts from oil and gas activities while providing the nation’s critical energy supply.

Pa. House panel to hear gas-drilling concerns

KINGSTON TWP. – Several people with concerns about natural gas drilling in Pennsylvania – and especially in the Back Mountain – are scheduled to testify Wednesday at a public hearing before a state House of Representatives committee.
State Rep. Phyllis Mundy requested and is hosting a hearing of the House Environmental Resources and Energy Committee at the Kingston Township Municipal Building from 1 to 3 p.m.
Mundy, D-Kingston, said she has “grave concerns” that there are inadequate protections in place to protect the environment from drilling associated with the Marcellus Shale formation.
“I don’t think we’re going to be able to stop Marcellus Shale drilling, but we need to make sure it doesn’t leave a legacy like that of coal. An ounce of prevention is worth a pound of cure,” Mundy said on Monday.
She said she believes a proposed drilling site in Lehman Township is “much too close” to the Huntsville and Ceasetown reservoirs, which provide drinking water to many of her constituents.
Committee Majority Chairman Camille “Bud” George notes in a press release that the state Department of Environmental Protection issued more than 1,300 drilling permits in 2009 and more are expected in coming years, yet no study exists on the environmental or human health impacts of gas development in Pennsylvania.
Testimony will be presented about mitigating environmental risks and House Bill 2213 – the Land and Water protection Act introduced by George, D-Clearfield County.
The bill would:
• Require state inspections of wells during each drilling phase.
• Extend to 2,500 feet the presumed liability of a well polluting a water supply; the current radius is 1,000 feet.
• Require full disclosure of chemicals used in the hydraulic fracturing of the gas.
• Update bonding requirements to cover the costs of decommissioning a well. Current regulations call for a $2,500 bond, but the cost to cap a well could range from $12,000 to $150,000 for a deep well, according to George.
Scheduled to testify are Dr. Thomas Jiunta, a local podiatric physician active in environmental causes; Dr. Gere Reisinger, a physician whose 200-acre farm in Wyoming County has been affected by drilling; Victoria Switzer, whose water at her home in Dimock, Susquehanna County, was contaminated after nearby drilling; Brady Russell, eastern Pennsylvania director, Clean Water Action; and Jeff Schmidt, senior director, Sierra Club, Pennsylvania Chapter.

Cleaner shale technology is being sought

HOUSTON — Halliburton Co. and Schlumberger Ltd., trying to forestall a regulatory crackdown that would cut natural-gas drilling, are developing ways to eliminate the need for chemicals that may taint water supplies near wells.
New Marcellus deal announced
Norwegian oil giant Statoil has agreed to pay Chesapeake Energy Corp. an additional $253 million for about 59,000 acres of leasehold in the Marcellus Shale, the company announced Friday. The average cost is $4,325 per acre.
Statoil negotiated the right to periodically acquire a share of leasehold Chesapeake continues to amass in the Marcellus as part of the companies’ $3.4 billion deal in 2008.
“This type of transaction … further validates the developing high potential of the play,” Chesapeake spokesman Jim Gipson said.
At risk is hydraulic fracturing, or fracking, a process that unlocked gas deposits in shale formations and drove gains in U.S. production of the fuel. Proposed regulations might slow drilling and add $3 billion a year in costs, a government study found. As one solution, energy companies are researching ways to kill bacteria in fracturing fluids without using harmful biocides.
“The most dangerous part in the shale frack is the biocide,” said Steve Mueller, chief executive officer at Southwestern Energy Co., the biggest producer in the Fayetteville Shale of Arkansas. “That’s the number-one thing the industry is trying to find a way around.”
House and Senate bills introduced in 2009 would force producers to get permits for each well. That and other proposed environmental measures would cut drilling by as much as half and add compliance costs of $75 billion over 25 years, according to the U.S. Energy Department.
Biocides are employed because the watery fluids used to fracture rocks heat up when they’re pumped into the ground at high speed, causing bacteria and mold to multiply, Mueller said. The bacteria grow, inhibiting the flow of gas.
“You basically get a black slime in your lines,” he said. “It just becomes a black ooze of this bacteria that grew very quickly.”
Halliburton said March 9 that it’s testing a process using ultraviolet light to kill bacteria in fracking fluid.
About 80 percent of gas wells drilled in North America, including virtually all of those in the Marcellus Shale in Pennsylvania, are stimulated or fractured in some way, Tim Probert, corporate development chief at Halliburton, said.
“It’s incumbent on the industry to continue to develop tools and technologies that are compatible with minimizing the environmental impact of the stimulation process,” Probert said.

The EPA is right to study drilling’s health impact

Mar. 24–The discovery and development of the Marcellus shale natural gas deposits has been big news in Pennsylvania and neighboring states for several reasons.
One is the massive energy resource it represents. Another is the jump in jobs it could create. A third is the tax revenue that might be reaped. And one more is the concern that widespread drilling poses for the environment.
That worry covers a range of issues, but a major one to catch the eye of the Environmental Protection Agency is “fracking,” the hydraulic fracturing technology that breaks the rock deep in the ground to release the gas. The process injects millions of gallons of water mixed with chemicals and sand under great pressure into a gas well to crack the shale. How should drillers best dispose of this water?
While fracking has been used for decades at shallow depths, the EPA said last Thursday it would do a $1.9 million study of the potential adverse effects of the process at a mile or more underground. The EPA wants to gauge the impact on water quality and public health — and that makes this money well spent.
In Pennsylvania alone, 2,500 drilling permits were issued by the state for Marcellus shale gas wells between 2007 and 2009, with another 5,000 expected this year. The Marcellus Shale Coalition, a trade group, says 1,100 Marcellus shale wells have been drilled so far, as a way to get to some of the estimated 363 trillion cubic feet of natural gas.
While the coalition and others in the industry say they are committed to ensuring a safe approach to treatment and disposal of wastewater due to fracking, it’s good to know the EPA study will provide an objective, scientific view on how well they are doing.
It’s unfortunate the study could take two years to complete, but Americans should be willing to sacrifice speed for thoroughness on a question that involves community health.

EPA set to study fracking impact
Nearly $2 million will be allocated for a look at environmental results.

NEW YORK — The U.S. Environmental Protection Agency said Thursday it will conduct a massive study to investigate any potential adverse impact of hydraulic fracturing to extract natural gas, as the energy industry moves to boost domestic natural gas supplies.
The effort comes as part of a move by government officials and academics to grapple with an expected increase in the decades-old practice of extracting natural gas by injecting water and fracturing rock, a practice known as fracking.
In Northeastern Pennsylvania, drilling is proceeding in the Marcellus Shale, a layer of bedrock containing natural gas.
“There are concerns that hydraulic fracturing may impact ground water and surface water quality in ways that threaten human health and the environment,” the EPA said Thursday.
The agency said it’s reallocating $1.9 million to help pay for a “comprehensive, peer-reviewed” study. Regina Hopper, president of industry group America’s Natural Gas Alliance, said the EPA study will help affirm the safety of fracking.
“Hydraulic fracturing has been refined and improved over the past 60 years and has been used safely on more than one million U.S. wells,” Hopper said in a prepared statement. While hydraulic fracturing usually takes place far underground, well below aquifers for domestic water supplies, it also produces wastewater which must be treated on site or trucked off for disposal.
Last month, the House Energy and Commerce Committee launched an investigation into the potential impact and said it would like to see more information on the chemicals used in fracturing liquid.
“Hydraulic fracturing could help us unlock vast domestic natural gas reserves once thought unattainable, strengthening America’s energy independence and reducing carbon emissions,” said Chairman Henry Waxman, D-Calif. “As we use this technology in more parts of the country on a much larger scale, we must ensure that we are not creating new environmental and public health problems.”

Back Mt. group will work for gas drilling law
The organization represents six communities in the Back Mountain area.

DALLAS TWP. – Members of the Back Mountain Community Partnership hope to pass an ordinance that addresses natural gas drilling issues.
The partnership is an inter-municipal group composed of Dallas, Franklin, Jackson, Kingston and Lehman townships and Dallas borough.
The group voted Thursday afternoon at Misericordia University to have their solicitor, Jeffrey Malak, perform research as to what can be done to control the drilling process.
Partnership President Al Fox said he did not want to comment as to what the ordinance may contain because he is not sure legally what can be in it.
“Whatever we can do we need to do as quickly as we can,” Fox said.
Malak said the Oil and Gas Act pre-empts local interference in gas drilling.
“I can give you some options of what some other municipalities are doing,” Malak said. “There’s not a one size fits all.”
In a related matter, the partnership shared responses from EnCana Oil and Gas Inc. on questions the public asked company officials during the January meeting.
Fox said the company answered only six of the many questions that were asked during the meeting. The responses briefly addressed issues such as the chemicals used and the prevention of cross contamination.
Tom Yoniski, a representative for state Sen. Lisa Baker, R-Lehman Township, said he can set up a public forum with Penn State University and the Pennsylvania Department of Environmental Protection to inform the public of the state’s plans to protect water quality.
In other news, the partnership approved proceeding to jointly apply for Pennsylvania Commission on Crime and Delinquency funding to purchase Tasers for each municipality’s police department. Franklin Township does not have a department and uses state police coverage, but voted to proceed with the application for the group.
Up to $10,000 is available for each municipality, said Joe Chacke, of NEPA Alliance, a nonprofit organization that provides administrative and professional services to the BMCP at no cost.
Also, Richard Heffron and Veronica Ciaruffoli, of the Luzerne County Government Study Commission, gave an overview on the status of the commission.

Area gas drilling a danger, activist says

The meeting, sponsored by the newly formed group, Luzerne County Citizens for Clean Water, featured a presentation by Andrew Byers, of Ithaca, N.Y.
Gas companies have leased thousands of acres from Benton to Dallas and plan on drilling by “hydro-fracturing,” a high-pressure pumping process that could have detrimental environmental and economic impacts, Byers said.
An estimated 2 million to 9 million gallons of water mixed with chemicals is used per well in fracking, Byers said. Sixty-five of the chemicals are classified as hazardous waste – many causing cancer or birth defects, he said.
According to Byers, products used in natural gas production in Colorado had adverse health effects, including endocrine disruptors.
“This is not waste water,” he said. “This is low-level radioactive fluid.”
Property values have shown to plummet after gas drilling, Byers said, adding that each fracking requires 550 to 2,500 tanker truck trips, which could result in road damage.
In 2005 the gas and oil industry became exempt from the Safe Drinking Water Act. They are not required to comply with federal or local laws.
“We have an industry that is unregulated on a federal level,” Byers said.
About a dozen people are active in the grassroots group that wants to protect its communities, said Audrey Simpson, a member.
A petition to say no to polluted water and unrestricted natural gas drilling in the county was distributed at the evening meeting, which was held at Kingston Township Municipal Building, Shavertown.
The petition asks state legislators to modify state laws to allow restrictions on drilling in populated areas.
State Rep. Phyllis Mundy, who attended the meeting, said she is concerned about the potential harm that could be done as a result of drilling into the Marcellus Shale.
Mundy, D-Kingston, said she and state Rep. Karen Boback, R-Harveys Lake, are working with the chairman of the Environmental Resources and Energy Committee in the House on bills that would provide protection such as buffers around waterways.
“I support a Marcellus Shale severance tax that would be dedicated toward any environmental harm or impact that is caused by the drilling,” Mundy said.

Rep. backs state control of drilling
Beaver County lawmaker opposes bill introduced by U.S. Sen. Casey to close “Halliburton loophole.”

Concern over environmental damage from natural-gas drilling in the Marcellus Shale region has increased enough to attract federal attention, but at least one state representative believes regulation should be left to the states.
The state Department of Environmental Protection is strengthening its regulations for well construction, and Gov. Ed Rendell responded to the concern last week by announcing a plan to begin hiring 68 more DEP workers for inspections and compliance of gas drilling.
The U.S. Environmental Protection Agency announced last week an “Eyes on Drilling” tip line for citizens to report – anonymously, if preferred – anything that “appears to be illegal disposal of wastes or other suspicious activity,” according to an EPA news release.
Also, U.S. Sen. Bob Casey Jr., D-Scranton, has introduced the Fracturing Responsibility and Awareness of Chemicals Act, which would close the so-called “Halliburton loophole.”
In the Energy Policy Act of 2005, hydraulic fracturing or “fracking” was exempted from the federal Safe Drinking Water Act, creating the loophole. Fracking forces water, sand and chemicals into rock formations underground such as the shale to crack the rock and release natural gas.
In a resolution introduced in the state House Environmental Resources and Energy Committee last week, Rep. Jim Christiana, R-Beaver, called for lawmakers to urge the U.S. Congress to not pass Casey’s proposal.
Noting that fracking itself has not caused any known groundwater contamination at more than 1.1 million wells in which it’s been used, Christiana’s resolution supports continued state regulation of the process. The resolution refers to the 2005 energy act, indicating that Congress specifically meant to exclude fracking.
It also states that a federal Environmental Protection Agency report from 2004 found that hydraulic fracturing in coal bed methane wells “poses minimal threat” to drinking water sources.
State Rep. Jim Wansacz, D-Old Forge, wasn’t sure whether he supported the resolution, but felt confident that it doesn’t really matter either way. Congress members “don’t pay much attention to that,” he said. “Resolutions don’t mean a whole lot.”
He said a federal regulation might help by keeping all states at an equal minimum, but he said treading on states’ rights would “bother” him.
Wansacz said he doubted the bill by Casey would overrule states’ authority, but he was sensitive to the issue.
“Once the feds come in, they take over … so we’ve got to be careful what we ask for.”
State Rep. Phyllis Mundy, D-Kingston, isn’t so sure the resolution is focused on states’ rights. “This resolution is obviously industry driven” she noted in an e-mail.
“The industry somehow got hydraulic fracking exempted from the (drinking-water act) and now Senator Casey has a bill to eliminate this exemption. I support the Casey bill. … It would protect drinking water and the public health from the risks imposed by hydraulic fracturing.”
Separately, the EPA is offering citizens a way to report drilling problems. The announcement comes in the wake of several controversies over whether companies are reporting all spills.
The state Department of Environmental Protection fined a Towanda company earlier this month for spilling seven tons of drilling wastewater last year. The incident was reported only after a nearby Pennsylvania Department of Transportation crew witnessed it.
In October, a complaint was filed with DEP to investigate a suspicion that trees were damaged at a Wayne County site from an unreported drilling-fluid spill.
According to the release, “public concern about the environmental impacts of oil and natural gas drilling has increased in recent months, particularly regarding development of the Marcellus Shale formation where a significant amount of activity is occurring. … The agency is also very concerned about the proper disposal of waste products, and protecting air and water resources.”
The EPA doesn’t grant drilling permits, but its regulations may apply to storing petroleum products and drilling fluids, the release noted. The EPA wants to have “a better understanding of what people are experiencing and observing as a result of these drilling activities,” the release noted, because “information collected may also be useful in investigating industry practices.
The new DEP employees will be paid for through well-permitting fees that were increased last year. There will also likely be more of them: Rendell said the industry expects to apply for 5,200 permits this year, three times as many as last year.
The new DEP regulations they’ll have to obey include increased responsibility to repair or replace affected water supplies, procedures to correct gas migration issues without waiting for DEP’s direction and re-inspection of existing wells.
The draft regulations were opened for public comment on Friday.

WVSA sees profit in treating drill water

The Wyoming Valley Sanitary Authority is looking to join the ranks of regional sewer authorities profiting from natural gas drilling.
Following Williamsport and Sunbury, where authorities are already treating drilling wastewater, the WVSA is requesting proposals to build a closed-loop pretreatment plant on its land in Hanover Township.
The plant would accept wastewater only within certain pollution parameters, and the treated water would need to be reused for other gas drilling.
Proposals are due by March 29, and the authority hopes to have the plant built within a year, pending necessary permitting.
“I think this thing can get built in seven, eight, nine months or quicker, so again, when will it be permitted?” said John Minora, president of PA NE Aqua Resources, which is consulting on the project.
The plant would be able to treat 800 gallons a minute with a daily flow of 1 million gallons, plus storage and a filling station. The system could utilize any of several techniques that could include separation and disposal of waste in a landfill, evaporation and land application of the minerals or treatment and dilution, Minora said.
Dilution would require the same amount of water, plus about 10 percent more, he said, which would come from the plant’s treated sewage water.
Removing the solids and chemicals is easy, he said, but extracting the dissolved salts is not, which is why dilution might be the most economical option.
“Honestly, we’re open,” he said. “We’ll consider any system that does that job.”
Unlike at Williamsport or Sunbury, however, the resulting Hanover Township water won’t be sent to the existing treatment facility and would need to be purchased by gas companies for use in drilling.
“We want a system that isn’t going to discharge (into a waterway, such as the Susquehanna River), whether or not there’s a byproduct we have to dispose of in another fashion,” he said.
There is an old rail spur at the site that could be reconditioned. Rail is the preferred transportation method, he said, because it’s faster and less disturbing to the community. However, a trucking route is being considered utilizing a second entrance that passes only a few homes, he said.
That route requires the rebuilding of a washed-out bridge.
“We’ve looked at some alternatives, where really the impact on the neighborhood is minimal,” he said.
All proposals require a bid bond of 10 percent of the total bid. Minora declined to offer an estimated cost.

Activists advocate gas drilling regulations
PennEnvironment group wants to ensure water, land isn’t damaged by natural gas exploration.

According to a state environmental advocacy group, Pennsylvania needs to do more to ensure that gas drilling creating profits today won’t end up like the coal mining of yesterday that left a costly environmental legacy for the next generation.
In a recent report, PennEnvironment outlined various changes it recommends to the state’s approach to the drilling industry.
They include: strengthening clean-water laws and regulatory tools; making sensitive public lands off limits to drilling and instituting a severance tax on the extracted gas.
“I think we’ve leased out too much state forest land,” said state Rep. Greg Vitali, D-Delaware County, who attended a teleconference last week.
He added that it’s “irresponsible” to lease more until the production is taxed.
“It’s only political influence … that’s kept the Marcellus Shale from being taxed,” he said.
He hoped to get such a tax in the next state budget cycle.
At issue is how to best oversee the increased drilling in the gas-laden shale, which is about a mile underground throughout much of northern and western Pennsylvania. While the state Department of Environmental Protection has promised increased oversight, a rash of issues at various drilling sites has residents concerned that companies will strip out the gas and leave pollution in their wake.
The report lists various regulatory changes PennEnvironment believes would minimize the potential realization of those fears.
“We disagree with the idea that dilution is the solution,” said Brady Russell of the Clean Water Action organization.
He suggested that drilling companies should foot the estimated $300 bill for landowners to get baseline water testing before drilling begins because it can be difficult for landowners to find that money.
The report also calls for better right-to-know laws to force drillers to release the kinds and amounts of chemicals they use and account for the water they consume, while providing for public input that includes allowing health officials opportunities to review proposed permits.
The report also suggests rewriting the municipal code to give local officials primacy over state law for siting wells, which would overrule a recent state Supreme Court decision.
Regarding regulations, the report suggests expanding buffer zones around streams where drilling is prohibited and account for cumulative impacts of drilling when considering additional well permits.
The report calls for banning wastewater discharge to publicly owned treatment works and requiring recycling and reuse of all flow-back wastewater, while setting zero-discharge limits at treatment facilities.
While the report doesn’t address the threat of concentrating naturally radioactive refuse from the drilling process – an issue of concern in New York as the state considers regulations for drilling – Erika Staaf of PennEnvironment said the issue hasn’t come up in Pennsylvania because it doesn’t seem that anyone has tested for it yet.
