Johnson hopes to build gas drilling workforce

Johnson held an open house on Wednesday of their brand new Welding Training Center, located at 2001 Rosanna Ave. The college hasn’t offered welding training to students since 2002, when they suspended their Welding Program after 33 years due to declining enrollment.
As development of natural gas from the state’s Marcellus Shale continues, the demand has now increased for skilled welders. Johnson hopes to meet that demand through an initiative by the Center for Sustainability at Johnson College, which is dedicated to offering industry-driven curriculum related to clean, green, and sustainable energy concepts.
“Johnson College’s goal is to take welders and specifically train them for the API 1104 code, which is the regulation they’re using for the pipeline in the natural gas industry. Right now, there’s a high demand for pipe welders who can weld to the API 1104 code. That’s primarily been used in southern states, so in this area, there’s not lot of welders trained in that. Our goal is to get local people working on the pipeline,” explained welding instructor Jeff Roughgarden.
Roughgarden, who has more than 10 years of welding experience, said that Johnson is the only school in the area offering a full-time day pipe welding program. The school also offers evening classes. The two courses are Basic Cutting and Welding for Pressure Pipelines, which runs for 400 hours over 16 weeks, and Pipe Welding for experienced welders, which is 125 hours over five weeks. The Welding Training Center also provides booth rentals and customized job training.
“There aren’t many schools locally that do welding training. We’re different because we’re teaching it all at once in short, 16-week segments,” added Marie Allison, director of continuing education.
Most of the drilling is currently being done in Susquehanna County, according to Allison, but more gas well drilling is being planned in Lackawanna County all the time. As high levels of unemployment continue to plague the area, she explained that the addition of these industry jobs is not only crucial to the region, but offer steady, dependable employment as well.
“The longevity (of these jobs) is important. Given that right now there are a lot of industries that are laying off workers, we need career paths that have long-term stability, and I think the gas industry has that. It varies. Some say 15 years, some say 20 years, and some say we’ll be here for 50 years. I think it’s going to be another 15 to 20 years, and that’s going to help a lot of people.”
Allison added that while these programs give students the skills necessary to obtain entry-level positions as welders for the gas industry, the abilities they learn and develop can also be useful in other industries, such as pipe welding for boiler manufacturers.
“These are skill sets that are transferable across industry sectors, but we do expect that most of the individuals would be looking at the gas industry for employment,” Allison said.
The occupation itself, as well as its tough schedule, can be difficult, Allison warned. There are many benefits, however, to those looking to start a career.
“It is a tough field to get into, and it’s a tough career path. It’s sometimes 14 days on, 14 days off,” she said. “There’s a commute, and a lot of individuals have to be prepared to do that. If they are, then there are a lot of opportunities there.”

Fell Twp.company wants to withdraw 905,000 gallons of water from Lackawanna River for natural gas drilling-based business

A company developing a railroad facility to serve the natural gas drilling industry is also seeking to withdraw 905,000 gallons of water a day from the Lackawanna River in Fell Twp. to support its operation.
Honesdale-based Linde Corp. began developing the Carbondale Yards Bulk Rail Terminal this year inside the Enterprise Drive business park to provide a transportation mode for materials and to mix fluids on-site that natural gas drilling companies use in the drilling process.
Susan Obleski, a spokeswoman with the Susquehanna River Basin Commission, which regulates surface water withdrawals in the watershed, said the commission is reviewing Linde’s application to see if flow meters, which measure the amount of water in the river at all times, will need to be installed around the withdrawal point as a way to mitigate potential impact to aquatic life, especially during drought conditions.
Linde officials have said they intend to mix the drawn water with sand and a chemical concentration to create a “drilling mud.”
The river withdrawal point, which is located near Linde’s facility, is also upstream from a stretch of the Lackawanna River from Archbald to Olyphant designated as wild, “trophy” trout waters with stringent fishing regulations enacted by the state Fish and Boat Commission.
Larry Bundy, a law enforcement assistant regional supervisor for the state Fish and Boat Commission, which also regulates state waters and aquatic wildlife, said Wednesday that he “wasn’t aware” of Linde’s application. However, he said his agency relies on the river basin commission’s biologists and staff to make determinations on whether water withdrawals may impact trout or other aquatic life.
“I haven’t seen any problems,” he said of other commission-approved water withdrawals in his Northeast Pennsylvania jurisdiction.
As of Monday, the river basin commission had only approved only one water source withdrawal for natural gas-related development projects in Lackawanna County – 91,000 gallons a day from the South Branch of Tunkhannock Creek in Benton Twp.
It has approved dozens of others throughout its 27,510-square miles jurisdiction, however, including 22 water withdrawal applications specifically for natural gas projects in Susquehanna County.
The Susquehanna River Basin Commission could vote on Linde’s application at its September meeting.

Mundy sees drilling moratorium unlikely
The Luzerne County legislator has higher hopes for another bill related to drilling.

State Rep. Phyllis Mundy said her proposal to establish a one-year moratorium on the issuance of new permits for drilling in the Marcellus Shale formation is well intentioned, but she does not believe it has the support of enough of her colleagues to be passed this year.
“The moratorium bill is a long shot,” Mundy, D-Kingston, said on Thursday, responding to questions related to two bills and a resolution she introduced on Wednesday. The three were referred Thursday to the state House Committee on Environmental Resources and Energy.
House Bill 2608 would prohibit natural gas drilling companies that use fracking, or horizontal drilling, from drilling wells within 2,500 feet of a primary source of supply for a community water system, such as a lake or reservoir. The current restriction is only 100 feet.
That bill gained the largest number of cosponsors, including the other six state representatives who serve Luzerne County: Karen Boback, R-Harveys Lake; Mike Carroll, D-Avoca; Eddie Day Pashinski, D-Wilkes-Barre; Todd Eachus, D-Butler Township; Jim Wansacz, D-Old Forge; and John Yudichak, D-Plymouth Township. In total, the bill has 47 cosponsors, and Mundy.
She said that legislation has the best chance of being approved, but it will likely have to be offered as an amendment to another bill.
House Resolution 864, if approved, would urge the U.S. Congress to pass the Fracturing Responsibility and Awareness of Chemicals (FRAC) Act. The resolution urges Congress to repeal a provision in the federal Safe Drinking Water Act, known as the “Halliburton loophole,” that exempts oil and gas drilling industries from restrictions on hydraulic fracturing near drinking water sources.
The act would also require oil and gas industries to disclose all hydraulic fracturing chemicals and chemical constituents currently considered proprietary rights of the company.
That resolution has the support of Mundy and 43 of her colleagues who signed on as cosponsors. Eachus, Pashinski, Wansacz and Boback were the other Luzerne County representatives who signed on as cosponsors.
House Bill 2609 seeks to establish a one-year moratorium on the issuance of new natural gas drilling permits, which Mundy said would give state officials more time to analyze the drilling industry and ensure proper protections are in place and if they’re not, what measures should be enacted.
That bill received the cosponsor support of 18 of Mundy’s colleagues, but of her fellow Luzerne County Caucus members, only Pashinski signed his name as a cosponsor. Two Lackawanna County-based state House members signed on, Kevin Murphy, D-Scranton, and Ed Staback, D-Sturges. They were among a handful of House members who signed their names as cosponsors to all three measures.
Mundy’s opponent in November, Republican Bill Goldsworthy, said the 20-year lawmaker is using Marcellus Shale exploration “to help her re-election campaign.”
“First Ms. Mundy votes to increase spending and pay for it with a new tax on gas drilling, then turns around and calls for that drilling to stop. This is the type of political double-talk that has gotten our state where we are today,” said Goldsworthy in a written statement.
Goldsworthy, the mayor of West Pittston, said he supports gas exploration, as long as it is done in an environmentally responsible manner.
“I do not think a moratorium would pass the House at this point, let alone the Senate. Perhaps a few more disasters will change people’s minds,” Mundy said, continuing to voice frustration with the way things work in Harrisburg that she expressed at a House Transportation Committee field hearing in Scranton two weeks ago. At that time, speaking about the gaping hole in the transportation budget and the state of disrepair of hundreds of roadways and bridges throughout the state, she quipped “We in Pennsylvania don’t do anything unless there’s a crisis.”
In addition to Mundy, Pashinski, Staback and Murphy, only 14 representatives signed their names as cosponsors on all three pieces.

More than an eighth of Lackawanna County land leased to drilling companies, more wells likely

One natural gas well has been drilled into the Marcellus Shale in Lackawanna County, but much more development is on the county’s doorstep.
Already more than an eighth of the county’s land has been leased to companies planning to drill in the Marcellus Shale, according to deeds recorded with the county.
The total land leased – about 38,000 acres – amounts to an area roughly twice the size of Scranton.
Those leases carry a soft deadline for drilling: Many of them have a primary term of five or seven years, which means the companies have to make some progress to develop the gas within that time or renegotiate to extend the agreement and risk losing the lease to a competitor.
Because the vast majority of the leases in the county – 816 of them – were recorded in 2008, the incentive for developing the gas is approaching.
The land rush has touched a vast area of the county. Land in 20 of Lackawanna’s 40 municipalities has been leased, with the largest concentration of leases in northern municipalities, including Scott, Benton and Greenfield townships, as well as areas of the Abingtons.
Many of the county’s most prominent farmers, including the Manning, Eckel, Roba and Pallman families, have signed leases.
Although much of the land has been leased outside of the population centers along the Lackawanna Valley, leased parcels are not strictly on farms or in rural areas.
Baptist Bible College leased 114 acres on its South Abington Twp. campus.
The Abington Hill Cemetery Association leased 120 acres in South Abington along the Morgan Highway.
Leases have also been agreed to on land near residential areas. For example, 38 acres have been leased along the 900 and 1000 blocks of Fairview Road in South Abington.
Property owners with leases include private individuals, but also churches, golf courses, businesses and community associations. The Greenfield Township Sewer Authority leased 7.3 acres; the Fleetville Volunteer Fire Company leased 65 acres in Benton.
The Newton Lake Association and the Associates at Chapman Lake, two community associations that own their namesake lakes and the area around them, both signed leases.
Religious organizations have also signed leases, including the Harmony Heart church camp in Scott, a 59-acre parcel in Scott owned by Parker Hill Community Church, the Evangelical Free Bible Church in North Abington Twp., and Community Bible Church in Greenfield.
Three national energy companies, Oklahoma-based Chesapeake Appalachia, Texas-based Exco Resources, and Texas-based Southwestern Energy, hold nearly all of the leases.
The amount of Lackawanna County land leased for gas development surprised even people who have followed the subject closely for years.
Lee Jamison, a leader of the multi-municipal Abington Council of Governments, which has hosted educational events and speakers regarding Marcellus Shale drilling since 2008, did not know the extent of the leasing or its reach to areas outside of the rural northwest of the county.
He said despite educational events and active gas drilling in nearby communities, Lackawanna County municipalities have to do more to follow changing legislation and precedent-setting court cases to prepare for the coming development.
“I still think there’s quite a lack of preparedness on the part of the local municipal officials,” he said. “Often times you get conflicting reports and confusing stories.”
Mr. Jamison, who recently lost in the Republican primary race for state representative in the 114th House District, made Marcellus Shale a central part of his platform.
“Over 90 percent of the people I’ve spoken to are in favor of developing the Marcellus resource,” he said, “but they want it done correctly. With that caveat.”
Mary Felley, the open space coordinator for the Countryside Conservancy and a representative of Dalton in the Scranton-Abingtons Planning Association, said residents and municipal officials are “aware that it’s coming but not quite here.”
“I come to my local borough meetings, and people ask what can we do as a borough to regulate this, and we don’t know,” she said.
Because of unsettled case law regarding what role municipalities can take in regulated drilling, “we’re not getting a whole lot of clear guidance on what we can and cannot do here,” she said. “That’s kind of scary.”
There has also been a dearth of local training specifically targeting municipal officials on preparing for gas development. Even if there were such meetings, “my concern is people may not attend those until there’s a lot more activity in the county,” she said.
“This is the way we’ve evolved apparently: you respond to urgent threats you can see. You don’t respond to slow, impending threats that are over the hill somewhere.”

Some urge suspension at forum on drilling

DALLAS TWP. – Property owners concerned about the effects of Marcellus Shale drilling on water reservoirs made their views clearly known Saturday afternoon during a packed town hall meeting at Misericordia University’s library.
They wanted a moratorium enacted immediately on all gas drilling throughout the state until more is known on how to safely drill natural gas wells without using dangerous chemicals in the hydrofracturing process. The process uses between 1 million to 1.5 million of gallons of water per well laced with chemicals and dirt under high pressure to force the ground open to release natural gas, geologist Patrick Considine said.
Considine and Democratic U.S. Senate candidate Joe Sestak, whose campaign organized the town hall forum, said that during President George W. Bush’s administration, requirements on oil and gas companies were dramatically lifted. Considine, president of Considine Associates and forum panel member, explained that federal and state officials are not entitled to know what mixtures of chemicals each gas drilling company uses because it is considered a trade secret formula.
He warned that the federal and state governments need more officials to oversee the drilling processes, so the companies are not tempted to cut corners when disposing of the water after the fracking.
“Oil and gas companies need to be held to the same standards as other companies. We don’t need more regulations; we need to find ways to enforce the regulations we have,” Considine said.
People wanting the moratorium drowned out the drilling supporters, including business owner, economist and farmer Joe Grace of Morris in Lycoming County, who sees this industry being one of the biggest Pennsylvania has ever experienced by bringing 88,000 jobs to the state just this year and generating millions in revenue.
Worried about the environment and safety of area water systems, local podiatrist Dr. Thomas Jiunta adamantly disagreed with Grace, pointing to the recent gas well drilling incident in Clearfield County and a gas pipeline accident that killed one worker in Texas.
“This is not a safe activity as we know how to do it right now. We need to stop it first. We are putting the cart before the horse when you are talking about economic boom. You can’t drink gas,” said Jiunta of Dallas, a Gas Drilling Awareness Coalition founding member.
Jiunta added more focus should be put jobs that will support and grow green and renewable energy sources.
Sestak told people he sees gas drilling as an economic boon to the state, yet it needs to be done in a responsible way.
“I think this would be a good way to yes, exploit our resources, but not our communities. Business has to pause. Harrisburg has to stop until we get it right,” Sestak said, adding that he supports enacting a 5 percent severance tax on the drilling companies. He said is in favor of a moratorium
No representatives from the campaign of Sestak’s opponent, former U.S. rep. Pat Toomey, attended the forum.
A statement from the Republican candidate’s campaign staff said Sestak’s plan for taxing the drilling will backfire by pushing those companies to focus on other states.
“Marcellus Shale has the potential to provide Pennsylvania with over 200,000 new jobs and millions of dollars in added revenue, but Joe Sestak’s plan to tax natural gas extraction will chase these jobs out of Pennsylvania. A recent study warned that a tax on Marcellus natural gas output would very likely divert investment to other states like Colorado and Texas. This is further proof that Joe Sestak’s ‘more government, less jobs’ approach is bad for Pennsylvania,” Toomey’s Deputy Communications Director Kristin Anderson said.
State Rep. Karen Boback, R-Harveys Lake, did not attend the forum, but issued a statement Friday stating she was working to develop legislation to protect drinking water from gas drilling practices. Knowing that will take time to become law, she is urging Gov. Ed Rendell to issue an executive order implementing four additional rules before permits can be issued.
Her opponent, Richard Shermanski, a Democrat, attended the meeting, telling people he would not support any form of drilling if he knows it will damage water reservoirs.
Many attending the forum reside in Luzerne County, but some people, including Leslie Avakian of Greenfield Township in northern Lackawanna County, drove an hour to voice their views.
She believes the state’s Department of Environmental Protection needs to be spilt up into two separate agencies because DEP currently issues the permits and regulates the gas companies.
Lynn Hesscease of Dallas told her story of how she became deathly sick after three years of oil leaking in her cellar from a rusted pipe.
She explained how she can’t use any type of products made from petroleum – polyester clothing, petroleum jelly or use plastic cups.
“We have to be very careful it is not near our drinking water and we are not exposed to the chemicals or fumes because if we are, people will get sick,” Hesscease said.

Drill results could hike land values
EnCana is currently signing standard leases giving Luzerne County landowners $2,500-per-acre bonuses.

The value of land leases with natural gas drilling companies has been climbing in counties to the north, but whether that happens in Luzerne County will depend on the results of exploratory drilling scheduled to begin this summer.
Natural gas exploration companies are now offering leases in Susquehanna and Bradford counties with up-front per-acre bonuses in the $5,000 to $6,000 range and royalties as high as 20 percent, said Garry Taroli, an attorney with Rosenn Jenkins & Greenwald representing area landowners.
Late last month, natural gas producer Williams Companies bought drilling rights to 42,000 net acres in Susquehanna County from Alta Resources for $501 million, placing the lease value on that land at nearly $12,000 per acre.
So people like Edward Buda, who owns land in Fairmount Township on which the first natural gas well in Luzerne County will be drilled in July, might be feeling some lessor’s remorse, given that they agreed to comparatively paltry up-front bonuses for the first two years of the lease term.
When Buda, 75, of Ross Township and his late brother and sister-in-law were in negotiations with WhitMar Exploration Co. early last year, they, like many others, agreed to bonus payments of $12.50 per acre each year for the first two years of the lease. The bonus increases to $2,500 for the third year.
However, if drilling begins on or under a landowner’s property before an anniversary date of the lease, any bonus payments for subsequent years become null and void and the royalty provision of the lease kicks in. So, if the drilling that is to begin next month on Buda’s property is successful, he likely won’t ever see that $2,500-per-acre bonus but will receive much larger royalty payments.
Since Buda’s lease was negotiated, WhitMar sold most of the company’s interest in the leases to EnCana Oil & Gas (USA) Inc.
EnCana is currently signing standard leases giving Luzerne County landowners $2,500-per-acre bonuses – $1,000 the first year of the lease and $1,500 the second year, according to EnCana’s Group Lead for Land (New Ventures) Kit Akers.
Some landowners who signed the same type of deal with WhitMar as Buda believe they’ve been treated fairly.
Michael Giamber, 57, of Fairmount Township, lives about 2 miles from the Buda drill pad. While the Budas negotiated their lease on their own, Giamber joined a consortium of landowners who negotiated a deal with WhitMar in 2008 for bonuses of $12.50 per acre each year for the first two years of the lease, $2,500 per acre for the third year, and a 20-percent royalty on all gas produced.
“It was in the middle of a recession and leasing had pretty much stopped except in Dimock. We essentially partnered with WhitMar,” Giamber said.
In exchange for landowners accepting the initially small incremental bonus payment arrangement, WhitMar promised to do seismic testing of the leased land and partner with a company that would handle the drilling and secure permits for one to three exploratory wells in the county within two years.
“I signed on not because of the bonus, but because of the 20-percent royalty and because if they did not drill one to three wells after two years, we’d be free agents again,” able to renegotiate for better terms, Giamber said. “Because we were in a recession, what did we have to lose?”
“A lot of older people would rather more up-front money, and I can appreciate their position,” Giamber said.
Jeffrey Nepa, an attorney with Nepa & McGraw in Carbondale and Clifford, believes people who signed leases early for smaller bonuses were either “more desperate and needed money or were misinformed about what the extent of (drilling in the Marcellus Shale) was. Some people have had buyer’s remorse, so to speak, regretful that they signed and wanting to get out,” Nepa said.
Nepa said he’s seen bonus money increase, dip back down, “and now it’s creeping back up again. And it appears that landowners “who held out, so to speak, are the ones that are rewarded with the largest contracts. In the Barnett Shale (in Texas), I’ve heard of property owners getting in excess of $20,000 per acre, and they were the ones who held out.”
Gas companies normally drill in 640-acre blocks of land. So people with a larger tract of land are better off holding out for better lease terms, Nepa said.
On the other hand, those who signed leases earlier are now the ones who will see royalty payments kick in much sooner than anyone else, because they will be the first to have wells drilled, said Robert Schneider, 39, of Fleetville, Lackawanna County.
Schneider joined a landowner consortium that negotiated leases with a $2,100 bonus and an 18-percent royalty in 2008 with Exco Resources, and he’s glad he didn’t hold out for more.
“Two years have gone by and I have three years left. … There’s a risk if you wait,” Schneider said, speculating that implementation of more rigorous and costly government permitting requirements, the establishment of a severance tax or finding insufficient or no gas in his area are all reasons that companies might pull out and stop leasing.
EnCana’s Akers backed up what Giamber and Schneider had to say. “People who leased earlier put themselves in a position to most likely have their land drilled earlier,” she said.
And Akers said, if WhitMar had not been able to secure leases at relatively low cost to the company, exploration in Luzerne County might not have begun as soon as it has.
“Because these people leased early to WhitMar, WhitMar was able to build a large position of leases that allowed for horizontal drilling. That’s what got a company like EnCana interested in coming to Luzerne County. If we had not seen a consolidated lease position, it’s unlikely WhitMar would have gotten a company like EnCana to come in … It was possible that the $12.50 offer was the only offer those people would ever get,” she said.
Akers also believes that the reason landowners in Susquehanna and Bradford counties are being offered much higher bonuses is because hundreds of wells have been drilled there and natural gas extraction has proven successful.
“Luzerne County, on the other hand, is really on the frontier. There’s no way to know if shale within a geographic region will produce any gas or enough gas to make drilling profitable without actually drilling wells. There have been no wells drilled in Luzerne County, so that’s the reason why there’s a difference in lease prices between Luzerne County and other counties,” Akers said.
If wells on Buda’s land and a site in Lake Township don’t produce any gas or at least enough of it to make drilling there worthwhile, land lease values in Luzerne County could drop to zero, Akers said.
If the wells do produce significant amounts of gas, however, competition for drilling rights will definitely heat up, Akers said, and with it the price.

Greenfield considers zoning change for gas drilling

Families appealed decision
GREENFIELD TWP. – A decision on the fate of the first Marcellus Shale natural-gas well in Lackawanna County will be delayed for up to 45 days, as the township’s zoning board considers arguments over a zoning change that allowed the drilling.
Exco Resources (PA) Inc., a gas exploration company formerly named Exco-North Coast Energy Resources, drilled the well in late September and October. In December, a resident complained to township supervisors that the land where the well was located, on Route 247 adjacent to the Skyline Golf Course, was not zoned to permit gas drilling.
The family that owned the land requested a zoning change from commercial recreational to rural agricultural, which would permit drilling as a conditional use, and Exco agreed to stop work until the question was resolved.
The board of supervisors unanimously approved the zoning change in March. A group of six families opposed to the drilling appealed the decision, arguing in a hearing Thursday night that the change was an example of “spot zoning” and should not be permitted.
Spot zoning occurs when a municipality rezones a small parcel of land to permit uses that are not allowed on similar land in the surrounding area. Greenfield’s zoning law permits drilling in rural agricultural zones, but opponents of the change said that the drilling is at odds with the township’s rural atmosphere.
“In my opinion, it is not a compatible use,” said Marvin Brotter, a planning expert who testified that he believed the ordinance constituted spot zoning. “I would not want that use next to my residence.”
In Susquehanna County, drilling has ruined roads and produced “disturbing” dust and noise, said Victoria Switzer, who was party to a lawsuit over contamination allegedly caused by gas drilling near Dimock.
“It’s a total industrialization of a rural community,” Ms. Switzer said.
About 35 people, including some who testified, attended the appeal. The zoning board has 45 days to issue a written decision.

Gas-lease offer ‘excites’ area group
After ’08 deal dies, Wyoming County Landowners expect Chesapeake Energy deal.

A year after the financial meltdown sank a lucrative gas-lease offer, the Wyoming County Landowners group has come to terms with another company, Chesapeake Energy, for what is expected to be a record deal.
Neither side has released details yet, but Chip Lines-Burgess, secretary of the landowners’ group, expected an announcement late Tuesday evening.
“No one in the region has seen this amount of money,” she said. “We’re excited about the offer we have received, and it’s going to be a huge impact for our entire region financially. … Hopefully, it comes to fruition. … This is what we’ve been striving for the last year and a half.”
She added that lease signings could come as soon as a facility is secured that is large enough to hold the expected 600 to 800 landowners involved.
The group is composed of roughly 37,000 acres in Wyoming, Bradford, Susquehanna, Sullivan and Lackawanna counties. A minimal amount of Luzerne County acreage is also involved, Lines-Burgess said.
Only those who have recently re-signed are currently members, she said, though other members can re-join by filling out paperwork on the group’s Web site. New members also might be considered, though Lines-Burgess was unsure what the demarcations will be. She also noted that while current Lackawanna County members will remain in, it’s unclear if new landowners from that county will be accepted.
In August 2008, the group made headlines by signing a lease with Colorado-based Citrus Energy, but the worldwide financial crisis caused the deal to fall through quickly. Ironically, Citrus was chosen after it beat an original offer from Chesapeake.
The landowners regrouped quickly and began aggressively courting companies, creating a solicitous Web site and attending two industry expos. Most members chipped in $30 to cover various expenses, including creating their own roughly 40-page lease with items worked in that are usually left for individual landowners to add or subtract as addendums.
“We knew that we wanted a company that could afford to buy 37,000 acres … that could not only buy us, but drill us,” Lines-Burgess said. “In order to do that, we knew we had to go for the cream of the crop. … Within the last month, it has just heated up tremendously.”
Chesapeake is one of the largest natural-gas producers in the country and the largest leaseholder in the Marcellus Shale, a layer of gas-laden rock about a mile underground that’s centered on northern Pennsylvania.
Lines-Burgess said Marty L. Byrd, the vice president for land in Chesapeake’s Eastern Division, flew into the region Monday evening to meet with members of the landowners’ group Tuesday morning. He is expected to meet with the group’s core membership today, and leases could be signed by the end of the month, she said.
“There was a little give and take all the way around,” she said, citing the company’s requirement of an increased drilling-unit size. The group estimates about 100 well pads will be created throughout the entire acreage.
